Proposed Bylaws Changes

The board has approved several revisions to the Guild Bylaws and Standing Rules.  The revised bylaws are now posted above for review by our members.  If you have any comments, email them to info@dmaqg.org within 30 days.  The board will vote on final approval of the bylaws after this review period.

ARTICLE IV:  Duties 

Section 6.  The duties of the Treasurer shall be to take charge of all dues and funds made available to the corporation. The Board of Directors must authorize expenditures not within the current approved budget exceeding $1,000. The Treasurer shall oversee the accounting of all monetary transactions involving the corporation. The Treasurer shall prepare the annual budget for approval by the Board of Directors; and shall file all required taxes and licenses; prepare a year-end report for the Board of Directors to approve and be examined by the Auditing Committee; and publish the final year-end report and have copies on hand upon request. The Treasurer shall be bonded. The Treasurer shall oversee the Assistant Treasurer, the Facility Manager, the Iowa Quilt Museum Liaison, the Quilt Show Manager, the Community Giving Manager, and the  Retreat, Sew Bee It, and Budget Committees. 

Section 10.  The duties of the Community Giving Chair(s) shall be to receive and distribute charity quilts, and handle community-giving requests for donations and other special projects, under the direction of the Community Giving Manager. The Community Giving Manager shall oversee the Education Outreach Committee and the Mall in the Hall Committee with assistance from the Community Giving Chair(s).

ARTICLE V:  Standing Committees

Section 1.  Standing Committees shall have a continuing existence.  The following are standing committees:  Newsletter Editor, Website Manager, Social Media Manager(s), Librarians, Membership Development, Parliamentarian, Assistant Treasurer, the Quilt Show Manager, the Community Giving Manager, and Facility Manager.

Section 2.  The following standing committee appointments shall be approved by the Board of Directors after the annual meeting:  Newsletter Editor(s), Website Editor(s), Social Media Manager(s), Librarian(s), Membership Development Committee Chair, Parliamentarian, the Assistant Treasurer, the Iowa Quilt Museum Liaison, the Quilt Show Manager, the Community Giving Manager and Facility Manager.  These appointees may attend any Board meeting, but do not have voting privileges.

Section 11. The Assistant Treasurer assists the Treasurer where needed. The Assistant Treasurer is able to write checks to be signed by the Treasurer or President, to manage Pay Pal activities, reconcile the bank accounts, and handle emails for the Treasurer. 

Section 12.  Both the Community Giving Manager and the Quilt Show Manager will assist their committees by providing continuity and experience to both the Current Chair and the Chair Elect of their individual committees. 

ARTICLE IX:  General 

Section 7.  The treasurer and the president shall be authorized to write and sign checks and make banking transactions, and the assistant treasurer may write checks to be signed by the treasurer or the president and also make banking transactions.
